The State has established an additional vendor pool contract (#195) for Blockchain, Identity Management, and Digital Credential services for both project-based and staff-augmentation work. The contract includes consulting only and consulting + technology solution categories. Please see the Contract Information document on the SPO website below for full details. Some areas require full competition within the pool.

Multiple vendors have been awarded contracts in each of the categories. Below is a short description of each category:

  1. Blockchain – A record of transactions made in bitcoin or another cryptocurrency are maintained across several computers that are linked in a peer-to-peer network.
  2. Identity Management (Microsoft Azure, Identity Proofing, Self-Sovereign Identity) - This area will help the STATE modernize our citizen facing identity management experience. This category includes self-sovereign identities as a means of having trusted interactions with the State.
  3. Digital Credentials - Architecture and data standards for issuing micro-credentials and digital badges. ND is committed to an open standards-based, interoperable teaching and learning technology ecosystem and where applicable certified by organizations such as IMS Global.

This contract is not mandatory. Cooperative purchasing language has been included in the contracts and they can be utilized by state entities, institutions under the jurisdiction of the State Board of Higher Education, other government entities (including counties, cities, townships, public primary and secondary educational entities, governmental boards and commissions), nonprofit entities established on behalf of public entities, tribal agencies, transportation providers under NDCC Chapter 39-04.2, and the International Peace Garden.
